I've read all the thread's about no servers showing. (All the way back to the last page.) I've tried everything, I turned off my firewall, I re-installed Tremulous, show new list, reresh, everything. Any help would make me very gratefull.

Your ISP appears to block UDP packets, which power Tremulous as well as the master server, as well as traceroutes. Either this or you have a firewall somewhere which is doing the same thing. 27940 is not a default Tremulous port, btw.

78.47.88.170:27940 is TremSpain
I didn't say it was an incorrect port, I said it wasn't a default port.
