I'm running:
Intel D 3.1 GHz
Nvidea GeForce FX5200 256 MB
512 MB RAM
And onboard sound
So I can run Unreal Tournament 2004 on 1024x768, my monitor's native resolution with everything on medium or high using DirectX and still get a steady framerate of over 30
I can run this (And this applies to everything running OpenGL) on 800x600 with everything on medium or low and get a fluctuating FPS that seems to depend on time of day, my mood, how hard I'm getting owned, what song is playing on my stereo, what book I last read, and sheer randomness that is somewhere between 90 FPS and 15 FPS, usually toward the lower end.
Is there any way to get this to run on DirectX/fix my OpenGL?
Yes, I'm running my latest video card drivers. I already thought of that.

That make no sense. And I mean everywhere, though it run worst on Transit. If there's too many people I can't even build on that map.

no idea, actually. When playing under winxp, i get an almost steady fps of 90 (it's capped in config). Under linux, i get varying fps between 25 and 90, just as you say. It's playable, but somehow under win it performes better.

transit is 100% playable with 2GHz amd and GF4
teh worst map EVER is Uncreation in human base - with 2-3 smoking buildings I get 13 FPS :/

new meep is BAD too in alien base (BSP tree foked up?), I get 90fps standing before the door, and 23 making one little step forward :/

I would say the reason is your video card.
That card is the equivalent of a GF3.
It sucks.

hovitzer look at my link to a picture and tell my HOW does that graphics look like? like Q3 or PRE_wolfenstein 3D? its NOT graphics problem (if he has working drivers)

So if my card sucks, why can I run UT2k4 on it with near-max graphics and still get a decent framerate, whereas this old engine game runs like crap half the time?

... obviously your not reading the right books in the right mood while listening to the right music at the right time of day..... getting owned actually can slow things down a bit, but so can owning...
I can run trem with a worse setup than that.. full everything.... but i think it might be your card.... the way the card handles shaders or who knows what might be screwing it up in trem as opposed to UT which might use different technologies, maybe some of which your card doesn't do well... the whole FX line did stuff like that.. thats how it might work OK in one game and not in another..
