Title: What for is UI folder in sources?

There are files like infopanes.def.h etc. These are compiled or no? When I want to change infopanes.def (menu items) I not need to change infopanes.def.h. I only change infopanes.def and place it in pk3. So what for is these files?

I asking because I want to add hud for third team and I have some problems with that and I dint touched this UI source folder. I dont know if I should or no, because there are no hud errors - if is something wrong - hud is not displayed and that not helping much.
