Dave, do you have proof he was cheating? If you don't, next time specate him while he's playing and type in "/record johnny" to record a video of him playing, then upload it somewhere (like speedyshare for example) and provide a link to it for us.
EDIT: Just an update, after some searching it seems that there's no (public, at the very least) hacks for tremulous 1.2, but if you get a video I'd be happy to review it.

The first time I was playing on 1.1 I could barely kill a human with dretch. Then I got enough evo for goon and suddenly the 2 human I killed said I aimbot :P
