how do i set my max fps? my computer overheats to much, and then my friend told me the code. i put it on but now my friend changed it back to 90.

com_maxfps will work but if you're computer is *overheating*, then you have much more serious problems that need to be dealt with on the operating system or bios level.

Or on the physical level...
My old PC's GPU went from 100°C to 60°C with a single clean. After that I started cleaning the dust out of the fans every few months.

I don't see how Tremulous can cause anything to overheat unless you've somehow removed a heatsink or whatever. I've played this game for a long time on a machine with nothing but heatsinks, no fans, not even on the CPU. It was damn slow but it worked.
So yeah, in addition to cleaning the dust out of your machine, make sure everything's held down properly. And make sure you're not mistaking the effects of another problem for overheating.

even 30fps is too choppy for my tastes

lolwut. Human brain can take in a lot more then that, especially if experienced, and with low fps the motion doesn't even feel smooth. Also waiting on avg 25ms before even showing something on the screen is going to delay your reactions by that much. Anyway, any computer should be able to beat 19fps, and not overheat even after hours of use. Clean out the dust/malware.

Clean your computer out, spend the $3 on a can of compressed air.
My core 2 quad was hitting 65 celcius, after dusting it my PC runs at 45 C, even when the CPU is maxed out.
