Like in subject . Tremulous 1.3 will be on PC ? What would be system requirements ? I have played on Trem 1.1 about 4 years with 768 MB RAM DDR1 , 2.6 GhZ Intel Celeron , and 128 MB Graphics card Radeon 9600 . Shall Tremulous 1.3 run on my PC ?
1.2 will run pretty much the same as 1.1. If the devs port to XReaL by 1.3 then it won't, but it's a very long way off.
1.2 will likely be the final release of Tremulous.
1.3 is still in private beta testing. If you want to try it out yourself, I'll sell you an invite.

You'll need a GPU with hardware support for Speculation Model 2.0 in order to run trem 1.3
By the time 1.3 is out you're computer will be dead.
