Not entirely sure whether it's already been implemented this way, but what about a binding for teamsay voip and one for general?  That way you can not only communicate with your team, you can talk to the entire server.

General voip will most likely disintegrate into crude trash talk. I suppose you can have a cvar to disable global voip and only hear team voip.

Team chat voip didn't work for me when I tried it, but sending to client ids *did* work which could make it ok for scrims.
