Have you seen him warping even his ping is near 66-70 all the time?

You should rather spec him than look at the scoreboards. Scoreboards don't refresh high enough.
Scoreboards sometimes can display real ping while the client lags, and sometimes the opposite when things like setting /snaps to 5. [Hence, ur ping rises by 200, but not really]
