I'm guessing the file would be "autogen.cfg" in your /tremulous/base/ directory, but I'm not sure which variable you need to change.

Delete autogen.cfg and when you run tremulous the sttings will be normal.

Yeah, it will be normal, including all binds and cvar setings you've changed.

Open tremulous/base/autogen.cfg, find the line containing "seta sensitivity ..." and change the number. The higher the number, the faster you'll turn when you move mouse.

Wait so that means my normal settings like my resolution will change too?

.. I don't understand why you would want to do this via the file instead of just doing it through options...  you can tweak, try, tweak, try a lot faster if you just use options.. is there some problem with them?

If you delete autogen.cfg, any changes from default values that are not copied to autoexec.cfg or any other file included by autoexec.cfg will be gone.
