Title: Cvars i would like to see back

I would like to see some cvars in the next version, particularly something like g_rules, and g_flood, to have server rules that could be called up from the esc menu of a client, or by typing rules, and flood, that mutes someone for a short period of time if they post more than x number of posts in 10 seconds.

Like a spam blocker?
Er on ET(The game i play most) ETPub (by same guy who made admin mod) had a weird way of doing it. It was hard to spam you could only send a message every x seconds and if you send too much you did get muted for a bit
