Title: Player location tags in chat?

Several of the new maps (meep, gloom2, etc.) have location tags that show where the player is when he/she talks in chat. I have no idea how this works and was wondering if anyone could help me out? I assume it's some sort of entity but I really don't know anything beyond that.

entity: target_location

Count = color
message = what you'll see displayed
