Okay, here goes:
Admin is not something that just come to you, or is earned for any kill count you get (at least it shouldn't be).
Each server that you play on with tjw client (and any admin commands) has a server operator. They are LV5 admin by default, as they own the server. It is their right to choose who will admin their server based their own personal preference.
It does help to be a good player, it gets your name up there, and people actually know you are there. Also, you must talk and be social, so people know how you interact with other people.
The smallest admin can usually be asked for, as all it usually does is protect your name, and offer votekick protection on some servers.
Do your best, frequent a server, be friendly, maybe even suck up a bit, and admin will come in time.

Also, some people also told me about something called "GUID" (Its supposed to be a numeric ID to identify yourself against the server...). When I asked, they directed me to the forum, but I made some seaches and found tons and tons of messages that hadn't anything to do with that subject.

Another good thing to keep in mind is to NOT ask for any Admin-level above 1 .) Those that do usually dont even get lvl2 :)

Hmmm-
I thought the obvious answer is that he rents and sets up his own server. I don't know of a better and more sure way to become a server admin.
In my case, since I have a 1 MB up broadband connection (used to be 512 KB and worked fine) I use one of my spare machines as a private server and guess what? I am the admin. Should work for you too.

Is it Possible to be an Admin on a LAN server? We're thinking of having Tremulous at a "Lan Meeting" soon.

It's exactly the same as being admin on an internet server, you just edit the config file so that the tremded is a lan server. And if you're inviting people to a lan party, why the heck are you worried about admin rights, if you can't trust them to play fair, why even invite them?

Assuming that level 1 on this server just means "server regular" or something similar.
