Since you didn't notice it, look here (http://tjw.org/tremulous/SETUP.txt).
And just in case: Follow the direction under where it says "Windows".

q1.do i make a file called admin.dat and use the text from sample admin.dat
Obviously.
q2 if so where do i put admin.dat
Into the mod directory (eg. base2) or anywhere you want if you like having crazy paths in your server.cfg.
q3. whats am i supposed to do with g_admin?
Set it to the relative path from mod directory to admin.dat or you can also use absolute path.
If you had ANY prior experiance with Quake-based games and mods, these answers would be obvious.
