XARA XTREME (Free version only for Linux users)
Ultimate Paint (free version) (Win)
Pixia(Win)
Serif DrawPlus (Win)
ArtRage
ImageForge
Artweaver
Inkscape (Linux + Windows + Mac)
Sodipodi
Karbon14 (for linux users running under the KDE desktop env.)
ZonerDraw
Sketsa SVG Editor

Anyway REAL artists edit their image files using hexedit ;)

er, gimp rox =D
I think gimp is much better than photoshop (maybe because i spent more time with gimp than i spent with photoshop :P).

Paint.NET isn't windows only!?!?1/ YOU LIE!!!111
Krita is nice too.

For me it goes like this: xpaint > GIMP > mspaint > all other gfx software > photoshop
