Inkscape (Linux + Windows + Mac)

Karbon14 (for linux users running under the KDE desktop env.)
ZonerDraw
Sketsa SVG Editor

I think gimp is much better than photoshop (maybe because i spent more time with gimp than i spent with photoshop :P).

Krita is nice too.
For me it goes like this: xpaint > GIMP > mspaint > all other gfx software > photoshop
