Well, since tremulous.info fell apart, due to the sheer number of mods and maps overpowering one person, i have submitted a project to sourceforge, called tremmods. If they approve it, i will set up a site where small time mod developers can submit their mods, and the big projects, like balance mod, tremx, and a few others, can get thier own download lists. I will also set up a map listing, with downloads, and an uploader, so people can upload to a filehosting site. Finally, i will set up a wiki that uses MediaWiki, so there will be an easy place for documentation of various projects (MW is what Wikipedia uses).
Ill keep you updated as the project progresses, they normally take a day to email you back about a project.

MG has a wiki, albeit a little different to navigate but it works. :D
Plus, it already has stuff on it.
But great idea never the less.

One service will be downloads for server operators, so they can set their download url to tremmods.sourceforge.net and it will fetch from there.
BTW. does sv_wwwBaseURL have to be complete, as in http://url.tld/base or just http://url.tld?

I have yet to "officially" announce the opening of it.
But I have setup a public patch tracker, wherein all coders and modders can post their patches and modifications for tremulous.
Almost all the popular and well known coders and modders have commited to using it: Risujin, Avenger, vcxzet, foobar, benmachine, Napkin, peoro, and a few others (sorry if I missed you).
Server operators can go here as a one-stop-shop to get all the patches you could possibly want, and coders can use this as a central location to post their projects, as well as get feedback and comments on anything they do.
The patch tracker can be found at: www.mercenariesguild.net/patches .
As far as maps go: I don't think there is any place that is more actively updated (by Tuple!) and complete than the }MG{ Map mirror: www.mercenariesguild.net/base .
I highly suggest users to use the Map Pack, and map makers can submit their maps to tuple (pm or tuple@mercenariesguild.net).
Keep an eye on the forums for the official announcements!

Well, its been approved, but i never got the email.
I am uploading the site now, and soon it will be open for registration.
