Type in the console /cg_thirdperson[tab]
When you press tab, it will show you a list of about three cvars that go with third person mode. /cg_thirdperson 1 activates it, the other two (can't remember their names) control angle and distance of view.

cg_thirdperson defaults to 0
cg_thirdpersonrange defaults to 0
cg_thirdpersonangle defaults to 0
