whats the command to put it into layout edit mode? and the finish mode?

!layout edit -- Begin layout editing mode. During this mode, no damage can be dealt and all restrictions related to building are removed.
!layout finish -- Finish editing the layout.

i tried those and they dont work i have admin level 5

In some versions of layout it has to be in devmap mode.

if "Not all servers have !layout at level 5." is the case what level then?

Ask one of the higher level admins/server owners, they should be able to find out.

Ask someone with rcon access to the server.  They could conceivable create a command to devmap certain maps, but I doubt they will just so people can screw around on them ;)

I'm not positive about !layout, but all other ! type commands can be manually configured to allow/disallow admin levels to access them.  You would need to ask the server operator what admin level is allowed access to !layout.

i am the server operator. I own the server. I just got it and have not run server operator in a long time

no, because he guy that host it for me wont tell me he tells me to download the balance thing which i have and it wont work

If you are using tjw's game.qvm (http://tjw.org/tremulous/game.qvm), the one from Avenger (http://mkpdev.googlepages.com/) or some other, the layout commands are /layoutload , /layoutsave and /!listlayouts. All (I think) QVMs from Risujin uses the /!layout command; the most commons are the outdated standalone QVM (http://tremulous.net/phpBB2/viewtopic.php?t=3014) and the Balance Mod (http://www.tremulous.net/phpBB2/viewtopic.php?t=2548); his other mods are here (http://v1.risujin.org/tremulous/).
