How to adjust a server so that he is obligator the use of backport?

This only lets lvl1 players join. Shouldn't be too insanely hard to mod to do what you want.

The above lets them in, just stops them joining teams.

And the GUID is the same on all servers unless you enable cl_guidServerUniq
