Hi,
I was just messing around in my console, and I typed in /cmdlist, and I found the command "notarget".
I tried using it, but it said "Cheats are not enabled on this server."
Then I went to my server, and turned devmap on, and the command worked, but I still don't know what it does. Could someone please explain?

Notarget is an ancient Quake cheat (QI, onwards) that keeps AI from detecting you/disables them entirely. I forget which at the moment.

There is a patch on MGPT that makes it also stop buildings from attacking you, so makes it useful.

I wrote it, but I don't know of any servers that run it or even any QVMs that include it.

Servers should. Its great for testing stuff, and could also be useful in clan training sort of things.

Notarget in Quake and Quake II would make AI's ignore you, unless you provoke them. Exactly like Quake's Ring of Shadows.
