In addition to the list at http://tremmapping.pbwiki.com/Textures%20and%20Skyboxes I've found some other places to source some textures for use in Tremulous:

• Blender texture disc (http://tellim.com/texture_cd/) (all public domain)
  
• Nexuiz (http://www.nexuiz.com/index.php) (source and content is GPL)
  
• Free Texture / Open Media Archive (https://cat2.dynu.ca/ftoma/index.html) (various)
