1. I'm just wondering, how do I make bumpy surfaces? For my map, I'm trying make a mountain but I don't know how to make the surface a little bumpy. Can anyone help? I want to make it like the one in Karith station.

2. How do I make a sky brush?

3. Is there any possible way to add weather effects and sound?

4. How do I upload my own textures into GTK Radiant 1.5?

Read a tutorial. These are all basic questions that can easily google, and which are specific to Tremulous, but apply to Quake3 mapping in general.

http://www.simonoc.com/pages/articles.htm thats one way to do em.
I recommend you play with more basic stuff tho until you can manipulate brushes well and understand how gtkradiant works.

The internet is literally brimming with mapping tutorials for Quake3. Stop wasting our time.

The first page of Google results for "quake 3 mapping tutorial" includes tutorials that answer most of your questions. Tremulous has a modified particle system (that can be used to implement some weather effects). The documentation for this is at the tremmapping wiki: http://tremmapping.pbwiki.com/ Sky shaders are covered in the shader manual: http://q3map2.everyonelookbusy.net/shader_manual/

The particle systems are explained in the Tremulous manual, which you probably also haven't read.
