Title: The return of PubPL

PubPL server is back :)
Now server is hosting in Frankfurt, Germany , but for polish ppl ping is 10-20 and for international 50-70 :)

server use Lakitu7's Tremulous 1.1 QVM 5.22

Hmm i think its something like bug but ill try too fix it :)
