I've been tinkering with the Tremulous code and made a small mod. I present Tremulous SpeedMod 0.1 (http://moofed.org/tremulous/tremulous-speedmod-0.1.patch.gz).
What is different? Human speed is modified by what inventory they are carrying. With the random values I choose, which are sure to spawn endless balance debates, a human with nothing but his blaster is now 120% as fast as a human in normal Tremulous. Lasgun, light armor, and a helmet is about the same speed, and a battlesuit with lucifer and a grenade is 61.4% of normal speed.
Nothing has been done to the aliens, so I have zero expectation for this to be balanced in general. I just think it's neat.
Disclaimer: I have very little experience with quake3 modding and C. If someone not like that could look this over, that would be great. The patch is against revision 792 of standard Tremulous.

I doubt you have to modify aliens at all, since they don't carry anything. (that if you count the goons barbs and make it 0.5% faster after spitting the 3 bards :P)
Probably you'll just hear bsuit evagelist saying how unfair it is, wauka wuaka wuaka.
Did you do anything to jetpacks? Will they go up slower if carrying some heavy weapon? or just affects the walking speed?

sounds good, jetpack movement multipliers would be handy to account for weapon weight.
Also atleast bsuits don't go like grease lightning anymore :D

I had considered modifying the jetpack up and down speed as well, or even the jump height, but I wanted some feedback first.
About (not) modifying the aliens: I meant in any way, not just their movement speed. A change like this makes humans weaker overall, and aliens (or other human aspects) would have to be adjusted somehow to compensate.

The basiliks is totally nerfed. Maybe you can change the cooldown speed of his weapon (poison cloud), to make it fast. Or other enhancement. I often ignore that class, and other people also do that. So can be a good idea that will enhance the game. (fixing the basilisk will be like adding a new class to the game, lol!)

Interesting.
I dunno if it's just a optical illusion or something to do with the sound it makes, but it always seemed to me that you travelled faster than normal in a battlesuit. This always made sense to me since I thought it was a sort of assisted movement gorilla suit, like in starship troopers/HALO. In which case having it slow you down would be a complete reversal of the intended balancing attribute.
Good Job though.. I looked into the source, and C code depresses me (seriously, I cry) since I'm used to C++, so I have nothing but respect for someone who is willing and able to work through that.

Very good mod, will help a lot before Chainfraggers. I got enough that Bsuits faster than non armored human wear Chaingun and can easily run to any alien using sprint. Sprinting Battlesuit is not logical as pouncing tyrant.
And basilisk isint bad class, i play it often and you can quickly kill any light armored guy even with pulse or chaingun

Except you have to hope he doesn't have a jetpack or grenade or lucifer, and then you just have to noisily skitter up from behind, grab him, hope he doesn't prefer a super sensitive mouse, and pray that none of his teammates show up in the next 30 seconds or so.
A cakewalk, if you ask me.

A basilisk + gas can easily clear out a room of non-bsuiters camping ... I think it's useful until humans are s3 of course.

You mean a room of non-bsuiters without helmets I presume ? IE : a room of humans with only stage 1 equipment.
Adv Basilisk is useful until humans are stage 2. Of course, most of the time humans reach stage 2 before aliens :)
