I don't agree with that. That there are 2-3 good players on each team, and the rest of the players are mediocre, is a bit simple, sure. But most of them don't obstruct, and the definition of feeding really is "I can play, but not as well as everyone else on average". How mediocre those players are can determine a lot about the course of the game. A decent mediocre builder can really save the team, despite not having a great kill ratio. Give the three best players in tremulous a team of 6-8 complete newbies, and pit them against a team of mostly random people who have been playing tremulous for 1-2 years with one killwhore, and I think you'll find tremulous isn't always about who is the best.
