If an admin is abusing, instead of removing the command, remove their admin. Simple as that.

The setlevel system would work much better if you staked you're own admin level on every admin you promoted.  For example, I promote TMLer who bans people for no reason, we both get set to level 0.  If TMLer setlevels Ryan, and Ryan bans everyone: TMLer, Ryan, and me will all lose our admin.  (this wouldn't effect devs ofc)  This would make people much more cautious and less willing to setlevel random people.  But this would require, as everyone else has said, the ability to see who setleveled who.

You might remove the person, but you arent removing the potential for it to happen again.  I think it works best when one-two people have setlevel rights for all the admins on a server and use an application process for admin-wannabees.  Combine these two things and i think its much easier to get the right admin the right admin level.  Also, everyone is on the same page as to who is an admin and who isnt, and there arent any random suprises like: "oh i just promoted this guy"  or "Who the heck is this guy"  It smacks of disorganization.

Yeah, but all the people who would have setlevel don't play trem enough to know who to promote or not to.  And there would be *lots* of applications.

Yes, but people with setlevel need to be able to see this, or the system can't enforce "setlevel someone who abuses and get demoted", which is necessary to deal with the sort of problems that occured on US1.
