Photoshop/Userbar Question

Ok. I've seen people around the site with userbars like the one in my sig, obviously. I was wondering if anyone could tell/show me how to make one of those? I'm really new to Photoshop and I haven't had much time to play around with it. So, if you would be so kind, I'd really appreciate it. :)

How about you search this forum, or the web, for Tremulous userbars? I'm pretty sure you end up where Basilico would want you ;)

just go to Basilisco's site and there's temperate bar you can download (which is in .psd)
just go to that and type, put picture, and voila! You are done!
