!warn admin addition.

This adds !warn functionality. It displays a message in the middle of the players screen.

Usage: !warn [name|#] [reason]

Defaults to level 2+. Can be allowed with the "w" flag.

It isn't as useless as you think, I think slap is alot worse then this, you lose 5 HP, and it just says Somebody slapped you. Here you can give a reason, everyone knows that newbies never look at the chat and they continue to "misbehave" after they're shouted at, or some who don't even have the chat open, true you could PM, but if you want to humiliate them, heh, this's the way to go.

I like the idea since it gets logged.
Currently I use PM  to warn a player in a similar fashion.
PM is great IMO but it isn't logged in the admin log.
While that isn't an issue on the server I admin on, I imagine it would be and issue somewhere else.

warn is really useless. if a noob doesnt look at chat logs and quit what theyre doing they deserve to be kicked. we dont need to make it bright and in the center of the screen because if they dont read chat they probably wont read it either.
