probably not, but it could explain why the devs are waiting.  Once you go Quake, you cant make...
an update using a different engine.
im sorry, that was horrible.

There is likely more chance of the devs using Sauerbrauten (of cube fame) than havok.

I would love to see tremulous on the Doom3 engine once it gets GPL'd. Doom3's dark environments suit an alien-hunt kind of game.

I would love to see tremulous on the Doom3 engine once it gets GPL'd. Doom3's dark environments suit an alien-hunt kind of game.
What makes you think it's going to get GPL'd?  What makes you think that Creative will release their patent on the depth-fail shadowing method used in DOOM3?

Carmack has said on several occasions that the DOOM3 engine will be released under the GPL. How they will solve the issue with the code Carmack wrote together with the Creative Labs guys, I don't know.

The Quake 3 engine will probably be receiving some big updates by the end of this year since that's when Severity is scheduled to come out: http://en.wikipedia.org/wiki/Severity_(2008_video_game)
Hopefully they'll release the updated Q3 code minus the PB so we can have fun with it.
