a PTR records means so much. The fact there is no A record means said domain does not exist.
for example, an IP on an IP space I used to own:
(root@solara:~)$ host 72.36.182.242
242.182.36.72.in-addr.arpa domain name pointer ip-72-36-182-243.internal.squaresoft.jp.
(root@solara:~)$ host ip-72-36-182-243.internal.squaresoft.jp
Host ip-72-36-182-243.internal.squaresoft.jp not found: 3(NXDOMAIN)
but I digress, your issue is not related to Europe being 'disconnected'. If there WAS any major net outage, it'd be widely known, that sort of thing spreads fast.
