Quite frankly, because it's one of the alphabet soup servers.

They're taking baby steps in coding, from what I've seen, but at least it's an ongoing project. Plus a lot of the newbies are drawn to the servers because of the gameplay changes.

Gameplay is in a modified third person rebel humans vs. confederates.

I tested it and it's actually pretty fun, not as fun as instagib, but fun. There are few things that suck, for example rets. Also, pulse deals 10dmg/bullet to armored human (larmour+helmet), it almost instakill nakeds. Ugh, and it's hosted by X and server hosting it has '[][][][][][][][][][][][][][][][][][]' in it's name.
