Soundfiles Potential for 3rd party Sound paks?

was just wondering if its possible to change sounds in tremulous
would it conflict? and if not
Im assuming it would have to be made in its own pak3 with a folder structure mirrioring the sound folder in the data1.1.0.pk3 ?

I assume it would work just fine.
It would only work on a listen/unpure server, though, unless a server was using it as a mod.
