From what I've seen the dev games usually alternate servers so couldn't one game be at a time more suitable for europeans on the euro server and vice versa?

it has to be somewhere, since archangel keeps spamming up my mailbox with it (i'm guessing i can't see it because i have a "modify" button there instead)

That is correct. The proper full beta will be released soon enough to negate the need for this.

Keep in mind that you don't have to have an official time just to have a game. You can just hang out on the server and people will show up because it's in their server list.
