Dave, do you have proof he was cheating? If you don't, next time specate him while he's playing and type in "/record johnny" to record a video of him playing, then upload it somewhere (like speedyshare for example) and provide a link to it for us.

EDIT: Just an update, after some searching it seems that there's no (public, at the very least) hacks for tremulous 1.2, but if you get a video I'd be happy to review it.
