The is an anti- device. I don't know if it's intentional or some weird game mechanics bug.

You'll notice many players sporting a  when there is a competent    lurking around.

It's probably not intended but it adds to the gameplay. Jetpack wouldn't be nearly as useful without it's ability to counter basis. Comparatively in 1.1 crouching made you receive full torso damage to the head regardless of armor which made humans able to survive one goon headchomp. It gave crouch needed usefulness in combat.

Things like that are interesting in that they aren't intended but make the game more fun.

Crouching wasn't really fun because you could spam it constantly and you could never really know if the person was crouching or not the time your hit landed on the human.

Jetpacking away from a basi I agree with though. It adds a lot to the jetpack and with the better, 1.2 GPP basilisk grab is made a lot harder to use.
