Vehicles can be hard on any Quake engine:
a) Often only a few sizes are posible (dot, grenade, human and shambler size). This has been solved on Quake3?
b) For a smooth experience you may need netcode enhancements = break backward compatibility and hard.
c) BBBOX that rotate. Can bbox rotate on Quake3?
d) Multimodel models. Quake3 already support that.
e) Big maps, vehicles are for crossing big maps.
If A is not posible on Tremulous, you can still use "battlesuit size" mech vehicles.
If B is not posible on Tremulous, you can still use slow moving vehicles/slow rotating vehicles. Check Airquake.
If C is not posible, vehicle collisions will be ultralame. anyway a battlesuit mech will not suffer much with that.

If E is not posible (mappers dont want to make maps with big open areas), you can add a heighfield engine to Quake3, but is hard to code.
This mean, yes. You can have slowmoving mech alike "giant battlesuits" with small changes. Tanks may need collision enhancements, or will look lame.
Still, withouth big maps, will be very lame: you dont need a sand buggy the size of a tyrant for ACTS.
For sand buggys you may need netcode enhancements, that are hard and break compatibility. I doubt this will be doable because lack or resources.
