This may sound like a stupid question and may even be a stupid question but it is possible to code a HUD using Dreamweaver or Photoshop?

not 100%, but very doubtfully. there needs to be a Dreamweaver/Photoshop plugin for the development of Tremulous or even Tremulous-like (Quake 3, etc.) HUDs, which would provide some element tagging functionality ("this thing here is the location of the crosshair") or would export HTML or similar to basic .menu files. so i'll say that you can create graphics for a new HUD with any image creator program, but you'll need to edit the .menu files.

also, wtf is Visual HUD?
