You should look in the Modding Center for information. In general, you'll need a basic working knowledge of C and a good mod idea.

Although it's not specific to Tremulous, you might want to take a look at some of the tutorials from Code3Area to get started.

BEWARE: modding dead games is HARD. You might want to try your mods on a newer engine *cough* *cough*. \o/

on the other hand, one must wonder why trem's parent game is still going strong.

And I have revived.

Btw, good to see *someone else* apart from me is still modding trem.

I have practically 0 knowledge on programming, and look how "awsome" (crap) my mod is:
http://github.com/ZdrytchX/gpp-1-1

I've been modding in a tiny portion of my spare time, and I've learnt quite a lot through trial and error.

First thing I did was follow some out-of-date instructions from xserverx.com's forum. You don't need a ubuntu, you can use mingw or macintosh with xcode *somehow*, but easiest in my opinion is using the old ubuntu 11.04 OS, through a virtual machine. A vm player is free, called oracle but i use vmware.

Just so you know, are you planning on having the mod hosted?
My mod has fuma's old CoW bots (google it yourself) so I play my mod offline with my bot's modded AI. They do things like crouch and jump when dodging for the heck of it, hehehe.
But the point is, how are you going to play it?
