Spectator Mode

Sometimes when I join a sparsely populated server, I can only join in spectator mode.  At first is is general (fly around) spectator mode and then when I click, instead of given human/alien choice, I get put into player follow mode.  This isn't when the server is about full and there are only spectator spots available.  This is on servers that (for example) are running 10 players out of 24 slots.  It's servers that I have played on before without problems, but now cannot.

Happened to anyone else?  Anyone know what the problem is or what is happening?

Probably a bind mess up, type /team human or /team alien to join
