Make a server with a limit less then 10?

I've seen servers that have a 4 player maximum, and we are trying to set up a server with an 8 player max. Unfortunately, we can't make a server any lower then 10 for some reason. How do you bypass the system auto-setting the player max to 10?

edit server.cfg, it doesn't auto set it.
