usual prerequisites are:
-maturity
-an understanding of the rules for the server in question
-correct spelling
-activity on the server in question

It is pretty rare that people get admin rights simply because they ask for them.

I am quite mature ( 60yo )
I memorized every single rule (decon kickers. tk banners )
My speeling is perfect
I am active on the server (I generally move and try not to camp more that 3 hours per game)
