lvl 0 on my server have more rights than lvl 1

i was thinking about makeing a admin.dat where level 1 is the most powerfull, but that wouldnt work since all other levels besides 0 would over power it

i was thinking about an admin level that was a letter once buy I resolved not to when I realized admins can't affect admins higher than them, and I wasnt sure where B would rank in numbers :-?
