Less spawns = more time. People don't know this, but if someone is on top of a spawn, you can't spawn from it.

1. Base under attack = lot of humans probably died = spawns get saturated due to spawncooldown time.
2. If reactor went down the spawn cooldown time takes even longer due to no power.

Aliens dont get the same problem since Eggs spit them out of the way and you cant just run over them like a Telenode and block it.

Since some of you seem uninformed yes you can block alien spawns.  If you are a human he smartest thing you can do is jump onto of one spawn (BLOCKING IT) and then kill the other spawns from onto that egg.  Also if an alien lags out over over or under a spawn the egg gets blocked and glitched.

Actually, the presence of power/overmind does not affect the rate of spawning.
10 seconds, constant rate, both teams.
The presence of power/overmind probably SHOULD affect it, but thats just me.
