After listening to his spamming of "I R ZIRRA" and such, Two people gave me his IP.

His IP was banned on DretchStorm (He deconned and tried to vote-kick Janook out) but if he uses proxies or has a dynamic one, I bet he'll be back.  Instead of trying to figure out who he is, might as well just ban his IP from most servers.

Just to clarify on the whole "zilla/zirra" thing:

The reason it's like that is because in Japanese (and possibly some other Asian languages; I don't know), the "r" sound isn't like an English "r," but is a blend of the English "r" and "l" sounds. There is no "l" sound in Japanese, which is why some native Japanese speakers misprounouce (to our ears) words with "l."
