Gaming Cafe Server Help

I'm trying to build (or buy because I'm desperate at this point) a file sharing server for an 80 PC gaming center. The goal of the server is to store the library of games. Whenever a PC launches a game, it will pull it out of the server into the PC's own SSD and launch it. If the game is already on the PC(and updated) then it will just launch it from it's local SSD without taking it from the server.

 

The idea behind it is to be able to move game files as fast as possible to the requesting PCs. Ideally I want a server with a 10gbit network card with dual ports, and a raid 10 controller(8x 4TB HDD + 256gb SSD for OS). It will connect via fiber cable to the switches, and the switches are connected to the rest of the PCs via CAT6.

 

The downside is that I live in Saudi Arabia and building one is very hard because it's hard to find an expert that will understand what I want and also because whenever I order things online I get some shipping issues. If someone can recommend me a pre-built server that can do the job please let me know. My place is ready to open, just lacking the server at the moment.
