How do you set the kick timer? Ex; Your ban expires in 30.0 minutes how do you change that 30?

/rcon kick <player> <time>, I think.

what if you do !kick name

it kicks for 30 minutes... where do you change that?

g_admintempban is the cvar you're looking for.
