Updating admin.dat

I have a server, but when i add admin levels and admin powers... when i restart the server... it's not updated...

my command box says this...

tremulous.exe +set dedicated 2 +set fs_game balance +exec server.cfg

no admin.dat is updated... how do you do that?

Do !readconfig in console.  But still it should update when you start server.
Are you sure you have the admin.dat in balanced folder?

Ive posted the admin.dat in every possible place... ran !readconfig 1000000000 times and restarted the server AND FREAKING NOTHING!!!!!!!! I STILL CANT USE LAYOUT BECAUSE OF THIS!!!! AURGHHHHHHHHHHHHHHHHHHHHHHHHHH :evil:
