!listplayers - track down their client ID number
/callteamvote clientkick X
everyone else:
/teamvote yes
But it rarely works because there is no default bind for teamvote and so most of your team won't understand how to vote yes and the vote won't pass.
That should be what you are looking for. If you can't !listplayers it is a BAD SERVER EW and you should leave as soon as possible. Or, use /serverstatus, which is less reliable.
