I believe you put sv_cheats 1 somewhere either in your server.cfg, or in your maprotation.cfg. If the latter, you'd do it the same way you do build points, per map.

sv_cheats is read only. You'd probably need a modded game.qvm to make it permanent.

umm, yes. timbo is on the IRC network almost 24/7, and so is jex and mrjex, and overflow and dasprid are on pretty frequently
devs!
