How to ban IP range?

Hi,
I want ban some ip range, but this not work:
/rcon (your password) addIP 23.455.42 (http://tremulous.net/phpBB2/viewtopic.php?t=1206)

It is set, but banning nothing. It's posibble set it in game or only in FW?

You can manually place the ban in the admin.dat file.

ip      = 23.455.42.
reason  = n00b hax0r
made    = 04/09/06 22:45:52
expires = 0
banner  = Rotacak
