I'm not going to post a step-by-step for you because you already have one. I will, however, help you fix your problem if you give me more details about when it arises and what exactly it says. What have you done successfully and where exactly are you having trouble?

I'm not sure what it means, but it doesn't mean that. Try searching the forum.

I searched the forum, and it seems that the problem has already been solved, and you may need to update your server. Try lakitu7's QVM, that's fairly recent.

Are you behind a router? Have you set it up properly? You need port forwarding or universal plug and play to allow the server to show up on the Internet list (however, you'll need someone else to verify that it does show up, because yours never will: read FooBar's windows setup guide for a detailed explanation)

Yes behind router, well if i cant see that why others can? + it starts with 192 what mean it is LOCAL server.
It is first game where i have problems with creating a server. Currently setting servers at BZFlag, Counter-Strike 1.6 , Half-Life, Halo and etc...

You can forward any port you like for it, but start the server with +set net_port yourport if it is not the default (30720).
Ignore what it tells you about its IP, it knows no better.
